Something is wrong with my steering

Im not sure what caster/camber plates are. The car was lowered when I bought it. When I pop my hood there is a plate like thing that has alignment holes on it. Is that it?

I agree the lack of positive caster will not be too good at centering the steering after a turn but if you just had a rack and pinion replaced. Why would the caster change? I doubt the problem is your caster.

4 wheel alignment. Sure the back wheels can't be aligned on many cars but they put all 4 heads on all 4 wheels. It's actually a 4 wheel reference alignment. Just a mix of terms and they use it to make more money. In fact most shops only adjust toe and take your money.

Thats stock. You might have camber bolts in the front to correct the camber a bit, but I STRONGLY suggest buying some C/C plates to correct any other issues.

I'm curious to know if you/they removed all the power steering fluid and flushed the power steering reservoir before installing the new rack

That I'm not sure of. I know the other day, the power steering started to whine and the level was low so I put some more in it. Are you thinking it is getting stuck because there is air in there somewhere?

Sounds like air is in the lines.
I have done several installs and usually once installed you leave car up on stands,
run it and turn steering wheel side to side several times.This will get the air out and
the pump can push fluid thru to the rack pinon. You want the pressure of the tires.
Also the rack has to be centered when installed with the steering shaft. If it is not
it will not work correctly. Also may be defective rack. Good luck!
