Default Bolt stuck in hood

I have a bolt stick in the threads where the hood bolts onto the hinges. If I turn it, the nut turns in the hood. What is my best option here to get my hood on? I could cut that off and redrill a hole elsewhere but how am I going to get a screw to stay in the fiberglass? Can I actually buy those nuts that are fitting into the hood?

try using a pair of vise-grips to clamp onto it then try to un-thread it using outward force on it.

I've tried that Even though my hood is in pretty bad visual shape, I don't want to chip up the fiberglass. If I was able to turn it out the threads would still be FUBAR

This, from my experience, is a common problem with fiberglass/carbon fiber hoods. Does it have brass inserts for the threads? if it doesn't, get the other bolt out and step 1^. if it doesn't, someone was a dumbass and crossthreaded/torqued too much while threading...
