347 Stroker, GT40P Heads (ported), Explorer Intake (ported), E303 Cam, Headers, and possibly bigger injectors, and throttle body?

This is my buddies engine he is building and thinks he is going to give me a run... I have no clue what he should be running.

Car is a 5 speed with 3.55 rearend gears as well... Also assuming a 2.0 60 ft time.

Everything I've been told says that even ported P heads aren't enough for a stroker. I can see it on a 302 and even considered it myself but in the end I'll be doing a stroker also so I decided to just wait and get different heads that'll better match the stroker.

I don't want to build up a stroker short block only to put heads on that will choke it out. Now if he already has the ported heads he can always use them until he can get a better set.

I don't think he has any plans of getting bigger heads.

he'd be lucky to run anything under a 13... that car is going to be a turd.

Are the Heads and intake going to be the choking point? I know the Heads are Heavily ported.
