Default need quick definitive directions

Hey guys I come to the masses with another fuel pump question. I'm sure ill catch some flak from a few of you guys (adder), but I'm lost. My car has been sitting for a year now and I finally decided to put in a new engine. When I spun a bearing last year it would still start, when I tried to start it again the pump wasn't priming. I've searched and found all kinds of info but tracing wires and testing such has never been a strong suit. But I have the following info and just need direction on what's next. Using a test light there is power on both wires to the inertia switch, and I can hear the relay click. I have access to the pump connections and they didn't show power. If I sprayed starting fluid into the tb it would run so I know it has spark and the ecm is good. I'm leaning towards the pump being bad. What say you guys? Any help and criticism is appreciated.

if you didnt see power to the pump how could it be a bad pump? why not try to run a remote wire to the pump and see if it kicks on? if it doesnt then you have a bad pump

Is there a way to do that without dropping the tank?
