will 1.7 rr give me any more power
#2
It will technically increase lift which means the valves open farther and flow air better.
I would advise you change valve springs when doing this.
I put 1.7 RR on my stock engine with stock valve springs and all I really got out of it was valve float at 5500 RPM. Also, make sure you remove the oil baffle in the stock valve cover(where the filler neck is). The stock valve cover fits over most 1.7 RR when the engine isn't running. I bent a valve stem and fouled up the cylinder because of this.
Look how bad the first cylinder is, which is under the oil baffle. The aftermarket rocker arm had some scoring also. The other visible cylinders are how the other 7 on my engine were. Car had 130k miles.

Like what was already posted, you add to the valve lift when using the 1.7 rocker.
I would be real hesitant to use them unless I knew what myn piston to valve clearnce was with them.
I would want to see at least .100" clearance for both valves in the case of a street driven car.
