Ban the Dead

Does the cigarette lighter next to the hand brake stay powered even when the car is off? I never used it up until last night when i decided i needed to get a usb charger for my phone. The led light stays on when i take my cable out and the car is off and so it makes me wonder if the charger is draining my battery. I know it probably is soooooo minute it would take months alone to drain it if it does have a parasitic draw. I just wonder if a different adapter would work the way i want or if it's my car.

Yeah, its wired to a hot fuse, same one as the radio memory circuit if my memory serves me.
