The second number set you listed (0J11) is the date code.The date code represents the day that the part was cast at the foundry.

3rd & 4th digit= day

So if you take the info off your block & dissect it,you can clearly see that if it wasn't casted until Oct 11 1990,the block could not have been built or installed in 1987 since it wasn't cast until 1990.Thats why the engineering number represents the designed for year/model vs the installed in year/model.
If you wanna find out which exact vehicle this engine came out of,you'll have to get the 8 digit number stamped into the block on the flat pad at the top/rear of the engine block where the lower intake meets the block.A mechanics or dental mirror can be used to view it.The following was listed on a different site (MX648453) as an example of a
partial vin number and what these digits translate to.
