Let me being by saying that if you want parts to deal with it, I have plenty--and many are priced better, but just as high a quality as Roush stuff.
Wheelhop is not caused by one thing. The cold weather does indeed make it much, much worse as you are making more power and the tires have much less traction. Come spring it will likely be little issue. And yes, the Traction control can induce it as it's a frequency issue. And the cutting in and out of power causes the tires to try and grab but they can't quite because it still allows some wheelspin... add that to the cold hard tire and it's issue on top of issue.
As for an engineering change.... they cost money, and overall it's not a major issue. Hell, I'm fine with stock arms in my car and I don't drive like grandpa, but I also understand that when traction drops hop will happen. My car hopped in 3rd gear when I was forced to drive it in 22 degree weather, where it normally barely hops at all in 1st when it's warm.

I have about 1000 miles on my 5.0 with the 3.73s and my limited experience is this - as others have said, with traction control on and really cold weather or water, get ready to shake the dash because it is going to wheel hop like crazy. However, when I put the car in sport mode I get no wheel hop at all - the tires spin and the rear fishtails around but no hopping. Anyway, with my car the hop is most definitely worse with the traction control on. Without it on I am sure you can still get the wheel hop if you flog it around in wet weather or really slick pavement or something but turning it off should tame most of it. So now I always drive in sport mode - when I remember to turn it on that is.

Having 300+ bone stock HP is nothing to sneeze at either. Even the stock 4.6l canmake nasty wheel hop with ease.
As for weenie 4 bangers, before I bought my Stang, I drove a 120 HP car, and I could never make it wheel hop. Maybe the suspension was very well designed such that it could never hop at all.
