Antenna Removal

There is a black plastic Base to the bottom of my 04 V6 mustang and I was getting a rear windshield mount but i can not remove the black plastic with any tool i have do u have any suggestions

has to be removed from the bottom you jus about ha to take the fender off as i did i put a power antenna on mine
