Periphereal PGLI install question

I've had this thing for a while. THey told me it would take out alternator whine and ignition spikes. Without it I have the whine, with it, the whine is gone (i think), but the speakers get alot of static. I am not sure if its because there are 2 lose wires on this periphereal that I have no idea where to hook them up at. Ground maybe?

sounds like a bad ground, are you using the factory ground on your head unit?

No, the ground is wired straight to the back to my amp. I had BBY do the rewiring. Told them about my whine, so they made a new ground. The whine has been around for 2 years, way before BBY even knew about me . My tweeters are wired to my deck, an work fine. My 6x8's are the ones putting out this whine. They are kenwoods, and i fear they are bad from a previous pyramid giving them 250 watts a piece lol.
