Default tweeters staticy?

Just installed some pioneer 6.75 component sets in my doors with a 4 channel amp(and will be installing in the rear as well, just have not gotten there yet.)

There is a constant low volume static sound coming from just the tweeters even when the stereo volume is turned completely off. remains the same loudness when volume is raised, the static doesn't get any louder.

any ideas what is causing this and how to fix it?

edit: its actually not just the tweeters. its the speakers too. only way i can get rid of it is to turn the gain on the amp way down.
