amp in protection mode

Default amp in protection mode

I have a Bolt amp and its in protection mode. I used a digital meter to test the voltage using the ground for the amp. its getting 12v from the REM line and 1.97 on the power line. I unplugged the power line from the amp and tested it at the batter and tip both around 12 when NOT plugged into the amp. Batter tested at 12v

Why is the power line dropping to 3v when plugged in, i even tested the wire at the splitter screw, which converts the large gauge wire into a smaller wire so it will fit the socket on the amp. Checked all fused.
