I have a friend that used to have a 97 cobra and under the stearing wheel, to the right, on the side of the console there was a keyhole. when he put his key in and turned it, it would put the car in a mode that when you turn it on all the lights would flash and the motor wouldnt rev over 1000 rpm without dying -basically making it impossible to steal the car without a trailer. what is this device and where can i get one?

 

Sounds like a turbo timer, and you can get them at any hi-performance shop.
