Default lighting

i got a pic that i took at night and i can kinda see my mustang but i was wondering if there is a tool or option that can make the surrounding area lighter?

if not i can post it and u can see what u can do
i have photoshop 7.0

heres 2...i guess they dont look too bad when they are bigger pics...but when they small they look too dark..

well you can use the dodge tool to bring up the dark spots like this:




but thats as good as you'll get before it starts pixelating.


your best bet would be just to retake the picture, with a longer exposure time.
