Matrix Effect (Tutorial)
1.- Open a new file, the size doesn't matter but i chose 400x400. and fill it with white with the paint bucket tool.
2.- Go to Filter>Texture>Grain, use these settings:
3.- Now goo to Filter>Artistic>Neon Glow, use these settings:
NOTE: color o chose it's :13FE01:
4.- Go back to Filter>Stylize>Glowing Edges, use these settings:
Result:
