Is anyone able to make a picture I have go under 30KB??

Also.........................for future reference what software could I use myself to make things smaller - for instance alot of my photos seem to be hundred of KB's - often websites need them in a max size of 30KB, etc............how can I do this???

I downloaded Photoshop and still I cannot figure out how to get it down to 30KB, urghh..........any ideas? I downloaded Photoshop 2.
