OK. Here's a cliff note version:
Step 1 Picture 1. Create a new file from the templates.
I chose the 468x60 banner. This gives a decent size web banner. You can use what ever size you want though.

Step 2 Picture 2: Create multiple layer to work with. Using layers helps put objects in their own 'track'. You'll need this to animate.

Step 3 Picture 2: Import you artwork and add to layers. In this example, I'm only using a picture that I did in photoshop matching the size of the flash movie. If outputing as flash go jpg. You can use jpg to make a gif in flash but be aware of the color changes.
Step 4: add enough frames to work with. The more frames yoo have, the smoother the animation will look. BUT keep in mind that the more frames you have the larger your file will be. This goes for images also. If you can create some things in flash using the drawing tools, this is better.In my banner, I put each letter in my sig in its own layer. I then started with the alphabet and added letters until it reached the letter that I wanted.

Step 5 Picture 3: Make your keyframes somewhere in the timeline where you think you have enough frames. I created my keyframes at 23 frame mark. What keyframes allows you to do is move your images and text around without affecting the other frames.

Step 6 Picture 4: Select a layer at an earlier point in the timeline and create a motion tween. The motion tween will render each frame from the start of the first keyframe (which in this example is frame 1) to the next keyframe. Now adjust your objects in each layer in the next keyframe to the position you want them to end, all the previous frames adjust themselves. If your scrub the playhead in the timeline you can see your animation move.

Step 7: Now goto File>>Publish Settings and check the gif output. Publish and post your work.
