Default Flasher Location on 67

I KNOW the flasher is supposed to be located just above the steering wheel a little to the right. The question is, how do I GET to it!! Do I have to remove the instrument cluster?? This particular location is completely crammed with stuff, and basically inaccessible from below, or from the right, even if the ashtray support backing is removed. If the cluster needs to come out, so be it, but if anyone knows a trick or has a suggestion how to do it easier, please speak up!!
Thanks!

The gauge cluster has to come out. No big deal.
