Water and dirt do get in. That's why you have an air filter. Most scoops are nonfunctional anyway.

It's my understanding that the hood scoop forces air into your air filter and engine area (duh!) Then the airfilter seperates the dirt and crap you dont want in there....not sure about water ( maybe your air filter absorbs water if its foam)

Not all scoops let water in, some of the OEM designs have water traps in them. A simple hole in the bottom where water drains out. When it comes to the race cars with scoops attached to hoods, those cars dont get driven in the rain much.

The way it works is a lower temperature of air getting to the carb/throttlebody. A drop of 10 degrees F wil result in about a 10% increase in power. Most V8s have a radiator infront of the engine, a adiator is a water to air heat exchanger. It releases heat into the air and since its directly before the engine, the underhood temps can get incredibly hot.

So if you have a 180-210 thermostat the underhood air will be heated to near that temp while outside the car even 100 degrees is substantially cooler. All the scoop is designed to do is get the cooler air into the engine. Some scoops can have a positive pressure at certain speeds, ususally well over 100mph, but most just allow the lower temperature air into the engine.

If you look at my Mach engine bay, you will see how the scoop allows the air into the top of the EFI, but the water is trapped and drains out the little hole in the right front corner. The air is then diverted to the passenger side front where the K&N filter is located, so that I get two streams of air feeding the filter. So, it's not like I have two separate sources of air because both sources have to go through the air filter at the same time.
