The solenoid is only for transmitting power from the batter to the starter when activated. It also provides a 12V source to your coil to help you start up (if it's a 4 post, 2 big and 2 little). I'd make sure the wiring on the solenoid is correct. One wire will go to the solenoid and will only have power with the key is in the 'start' position. Plug this one onto the 'S' terminal. Looks like you have one for ignition, which goes from the 'i' terminal to the coil. The cable between the solenoid and starter should be the only one on the back of the solenoid (towards the rear of the car). All constant 12V feeds should be on the battery side of the solenoid.

There is an instrument voltage regualtor behind the dash. This can be a common problem but I am not sure if it controls the headlights or not. Some of these smarter guys may know the answer.

Might want to do as the others have suggested already..fuses, get wiring corrected on the solenoid, etc. The headlight switch may be your problem at this point...take it off, check for burn marks and clean it up or replace it.

Yeah, the fuse box is above the kick panel on the driver's side. You seem to have too many wires running to your solenoid. Since solenoids are so cheap, I would get a new one and make sure it is wired correctly. Here is a pic of mine.
