I always thought that you used por15 on the rust itself. If you just have surface rust and can take this off and get to clean metal, you want to use a self-etching primer and then do primer/filler, then paint...............

I was doing some research and came across "chassis magnet" paint that was claiming to be better than por15 but I haven't used it yet.
