For starters the 289 was produced from '63-'68 and is almost identical to the 302 except for the stroke and camshaft which is either Mechanical or Hydraulic. A 289 has a 4.00 x 2.870 Bore and Stroke while the 302 has 4.00x 3.00. The 302 manufactured from '85 and up has roller camshaft which Engine Factory uses exclusively. The 302 is more readily available, has better internal parts and can generate more power for less money!
About the only way you can tell without tearing down the engine , is to find out what year the engine was manufactured. That looks like a 302 to me. Simply because of where the coil is located.

early 289's (63-64) had 5 bolts between the block and the bellhousing, and the oil filler was located in the timing cover...later 289s have 6 bolts and the filler was in the vavle cover (I can see that this is not an early engine, but might as well put the info out).

Heads are interchangable, and so are blocks, intakes, valvecovers, etc... NO way to be 100% sure from a picture unless you can guarantee that the engine hasn't been rebuilt/molested at any point in it's life. 289 blocks are commonly rebuilt into 302's and vice-versa.
Besides, it REALLY doesn't matter if it's 289 or 302 unless you're replacing the crank or rods, and those parts are the only pieces which really tell you which engine this is.
1M crank / C3 rods = 289 or 2M crank / C8 rods = 302.
