so i was under my car today and i noticed that the stud on the bottom or my alt (one with black insulator on it) has nothing connected to it and i have not removed my alt i am pretty sure its ground but should i hook it up

There shouldn't be any wire attached to the black plastic post. Check out this diagram.

if thats the stator then couldn't i connect my elec choke to that

There is no juice to that post. Either hook the elec. choke up to the blue/black wire coming off your ign. switch or to the wiper fuse in the fuse box.
