clean it throughly and get some phosphoric acid to convert it and then top coat it with por15 www.por15.com the stuff can either be brushed or sprayed(if u spray it u have to use there reducer) its comes in a few different color but the gloss black looks kille in the trunk are and can be topcoated with body color if wanted(have to use there tie coat primer in between the two)

id go for 2 quarts ull be using this stuff on everything(suspension, engine compartment, engine brackets etc for a tuff long lasting repair) makes it look new and professionally restored if u use it anywhere daylight will get to it then u need to use one of the top coats over it(doesnt make it less effective just makes it change colors)

If you are a welder guy or know someone who eill do it for you the best way would be to replace the metal all together. If not, make sure you grind it down very well. Try to get all the black rust spots out by grinding down hard. Then put rust remover on. Make sure you dont pour the stuff on or it will come out all gummy. do about 2-3 thin layers depending on what product you use.

Eastwood makes a Rust Encapsalator which is supposed to be superior to Por 15. These guys sell just about everyting you will ever need to restore a classic mustang body.
