Cowl Repair Need Advice
Started one of my winter projects on my 70 fastback - fix cowl area. Attached is some pics of what I'm up against - previous owner put patch panels on top to stop water coming thru but did nothing for rusting panels underneath which are in pretty bad shape.
I'm leaning toward cutting out as much rust I can get to with dremel, coating with rust bullet and putting patch panels back. But I do plan on keeping the car and would like to do something that will last for awhile.
I've never done any welding and there is not any repros i've seen for the parts that would need to be replaced.

These photos should make you feel better. This is what I am currently working on for my 65.
And yes that is the ground below the floor pan. Check my other threads for more.

Now if you are going to keep the cowls sealed do you really nee to address the lower panels? I admit I don't have a lot of knowledge on the 70. Is there an issue of structural integrity?
I know the top portion will have some affect on the structure. What is the bottom, rotted out, panel secured to? The photo shows the top edge not attached to anything. If it is only attached at a few points it won't be a structural member
