Underneath all that body filler lies a monster hack job, the previous owner put the rear fender on with rivets then brazed it.The fender had to overlap so they could put rivets in.. Some people dont deserve to breath air. I will have access to a mig welder and i am fairly skilled with oxy should i try to put it back on correctly?

This may have been a repair from back in the day before mig welders. The repair doesn't really look that bad, If the rest of the quarter panel looks ok, I would weld up the holes where the rivets are and call it good. BTW when it is on the back it is a quarter panel not a fender.
That looks ten times better than mine did. Actually, the guy that did your's probably did mine first for practice
I would just fill in the holes and skim it with filler. Mine was much worse than that.
