Blinker Trouble
I had the same thing wrong with my 67'. Sometimes the turn signals would work when you used certain combinations of the turn signal,brake pedal, and hazard switch. I replaced bulbs,wiring, and flashers and it turned out to be the switch in the steering column. I bought a new one from CJ ponyparts and it too was bad. I guess third ones a charm,might check that switch if all else fails.
Kalli, yes all for blinkers flash when the hazards are on. and by messing with the switch i should have said if you push it it or pull it out far enough the lights will comeback on. i havent checked the switch yet. but tommarrow i m replacing that noisey ball joint so ill have time to check it out. thanks for the help.

A couple of weeks ago I put a flaming river steering column in my sons 66. This is a GM column (gasp). This came with a new plug that I had to wire up in order to hook the Ford car to the GM column. Of course the directions provided a "color code" to make the swap, but the colors were all wrong,,,, So I had to educate myself on the individual circuits in an attempt to get everything in place.
Good news is that everything works, and in the process of meeting this end I learned lots about the Mustang circuits! So, below are my conclusions, take of them what you will.
There are for sure 2 flashers in my sons 66, I expect there re two in 68 as well. After I wired up my sons new steering column, his blinkers would not work either. I had a hard time finding the flasher, (it was burried behind the drivers side vent assembly) but once I found it the replacement fixed the problem. If the 68 is wired the same way as the 66, then as a rule, if you turn on the turn signal, and the external light come on but they do not flash, the problem is most certainly the flasher. This will in generalbe a rule unless the blinker circuit is partially shorted out to the extent (and ONLY to that extent)that any new flasher you put in gets fried right away, but if this is the case, the problemnormaly show itself in other ways than just the flasher becoming inoperable. (ie: blown fuses, smoking wires, and other bad stuff)
When you replace the flasher break out another buck and buy the heavy duty flasher. This will simplify any additional troubleshooting that you might need to do should this not cure your problem. The heavy duty flasher will cycle even f there is not enough current draw (resistance) through the turn signal circuit to cycle astandard flasher.
My understanding of the signal circuit in the 66 tells me that ifALL of the right lights come on when the blinker is turned on but the light do not flash, then the flasher is either defective, or the circuit is not wired through the flasher period. Could be wrong, but thats the way I see it.

Check the plug from the steering colume to the harness. This is the one you have toseperate if you pull the colume. I would install solid state flashers first(trash the old thermal units). Most auto chain stores will have these. Then check your connections and bulbs.
Just an addendum to my last post:

then the switch in your column is way more than likely ok. This is not the place to start.
