Default Hood Issue

So I started sanding and grinding down the hood I picked up and uncovered some rust issues......Do you think its worth fixing or would it be better to just buy a new one?

It doesn't look like there are any perforations so I would sand it down good, (Grinder if they go deep) and be sure to blast the thing with a good rust inhibitor (POR 15 is recommended by many people), do it on the surface and in behind all the bracing as well. After that, smooth out any areas with putty, prime and paint.
