Default Paint Issues

Previous owner painted the car but did not prep it well. There are SWIRL marks on the hood from the prep that he just painted over. Can this be sanded out or does it have to go down to bear metal? It was originaly a green car so I dont know what is under the red paint.

Also, there is drip buildup around the cowl area and minor nicks around the body. Any fixes for those? Thanks

well are the swirls in the paint or under it? might try to buff them out and see if that works, sometimes a dirty pad on the buffer will scratch the surface so try that first. the other side of it is if the swrils are under the paint then you are kinda screwed! that means the they person did some work to the hood and left it too rough like sanded with 80 grit to strip it down the tried to hide the scratches with primer and it didnt work and they painted the hood. if thats the case they yep its time to strip, prime, seal and repaint.

Thanks for the info, It looks like they didnt prep it well last time out.

I would try wetsanding it all out first with 1000 grit. The worst thing that could happen is it doesn't work and then you are back to the stripping.
