Default water pump pulley does not line up with others.

block is a 65 and water pump is 68. When replacing the belts I noticed that the water pump pulley sits about 1/2 inch forward to where it rubs the power steering belt.
Do different year 289's have different length water pumps?
Do I need to take off the C8OE water pump and replace it with a pump from a 65 289 in order to line up the pulleys?
Thanks in advance. Brad
