maybe a dumb or late statement but when the lights are on did u turn the headlamp switch to see if the dash lights come on?just tryin to narrow out the obvious

Hello.Sounds like either the dash ground wire isn't connected or all of the bulbs are burnt out. The dash ground isn't part of that big connector that plugs into the dash harness. If the dash turn signal indicator lights also don't work it it won't be a headlight switch problem.Hope that helps.

Thanks for all the good info. I will check the dash ground strap. The signal indicators work on the dash. Is the ground strap the usual braided wire or an actual strap piece of metal. I swear I don't remember seeing one located anywhere on the dash itself.

MYSTERY SOLVED! Checking voltage at the fuse, had good power there. Check the terminal at the harness connector....dead. To make a long story short, the fuse made connection ONLY when pushed on with a test light, otherwise it was dead. Chalk one upto the experience book.
