Default Primer?

I am currently repairing the rear section of my trunk where my gas tank mounts. Itwas completely rusted out. I have the patch panel and have drilled out the spot welds and cut out the original peice.
When I go to weld in the new panel I know I have to sand off the black paint that came on the piece and apply weld through primer, but what about the rest? Is the black paint that came on the piece a good foundation for painting over or should I sand the whole thing down and repaint it?
Here is a little taste:

I don't like weld through primer. Just prime over the weld seam after you get it welded. And yes, the black paint that is on there is fine like it is.

Yeah, the black paint is fine but if you want to topcoat it you will have to create a mechanical bond. You can do that by sanding with a Scotchbrite pad.

You can spray some self etch primer over your repair then spray whatever you want over it.

wow your trunk has it 20 times worse than mine! I don't feel so bad now. I just have a some holes through the left side of mine, with the largest size being a dime. I'm going to sandblast and then JB weld the spots together and it should be fine. Good luck with you patch panel work man!
