When I put my turn signal on, left or right, the light on the dash and the lights on the outside will come on but they won't flash. Whats causing this? thanks

Look right under neath your steering column or to the side. There will be a round object about the size of ten stacked quarters, and it will have two plugs at a right angle from eachother sticking out with a connection to each. Unhook it by pulling off the connections from both wires, remeber which one goes where (not sure if it matters but id do it anyways). It is called a flasher it costs nothing and your local automotive store will have the one you need. i forgot the number off the top of my head.
