I really don't understand how thinner cylinders create overheat issues anyway,,,, as far as I know, whatever heat enters one side of a casting (combustion side) must be drawn away from the other side (water jacket side),,, heat in, heat out.... IMO, no matter how thick the cylinders, their use as a "heat sink" is extremly limited... to the point of being all but moot..
I could see thinner cylinders contibuting to uneven expansion and cylinder distortion when hot,,, but I can not see issues with increased overheating....

while i agree that taking out more than you need to is stupid (your shortening the service life of the block), i wouldnt feel bad at all about .040 or even .060 on anything older. maybe some of the later model blocks cause everything seems to be thinner, but the older stuff i say game on.
and btw your not overheating cause the motor is .020 or .030 or w/e it is over, your overheating cause your cooling system isnt doing its job, or needs to be improved.

just an FYI, any cast oem replacement pistons, or most of the hyper. pistons are destroked to compensate for boring and decking the block, thus keeping compression the same or even lowering it.
once you get into the performance hypers, or forged stuff they are generally not destroked anymore.

Ask your machine shop if they can sonic check a block. If they cant, then they have no idea how big of a bore a block can take. And a .030 overbore only adds 3 cubes. And at 1.5HP per cube.. 450HP, that only 4.5HP. Engines are bored to remove wear, scratches etc from the cylinder wall. The more HP you make, the thicker you want the cylinder walls.
