Drill and tap to 3/8-16. Someone used a 5/16-18 bolt in a 5/16-24 hole. Be careful of small chunks of metal going in the wrong places. Consider a new wheel while you're at it.

Jim has suggested the best way. You can give the loosened steering shaft a pop with the hammer (loosened nut still on the shaft) and wiggle the wheel while you do it ( need 4 hands) and sometise the force of the spring will pop the wheel off (never been my luck though)

And if you do replace the steering wheel, replace it with a Lecarra. Might as well run with the big dawgs. http://www.lecarra.com/
