Vacuum Modulator line

Default Vacuum Modulator line

My 67 has a C4 tranny with a 69 302 in front and when i put it in drive it doesnt shift at all past 1st gear. i just found that the transmission vacuum modulator line was not there. Would this cause the transmission to not shift past 1st at all? and where on the intake manifold or carb can i attach it to?

There should be a place behind the carb on top of the intake for a vaccum line, it may be plugged off. I had the same problem, but the valve in the trans was stuck.
