Default Got the bondo off

To recap...the P.O. told me he patched rust holes around the rear wheel wells. He gave me a receipt for his materials...steel strap, 1 quart of Bondo and pop rivets. It looked good but before painting I wanted to know what was under there.
It looks like he cut out any rusty metal all the way to solid steel. The patching does not cover any rust and where the original body steel starts it is thick metal. No patching on the back half of the well, which I find strange...all good original steel there down to almost the bottom of the quarter. He apparently fabricated his own steel patch and screwed and riveted it in and used the bondo to form the flare since he patch was flat. There is either original steel or patch steel everywhere. The bondo does not actually fill any holes. [:'(]Bad news is the bondo needs to be a little thick to form the flare. Good news is no rust and the patch is solid as hell. Two possible plans now. (1) Buy a formed lower quarter patch panel and cut out the little part I need and have it welded in. (2) Just reform the flare with bondo and be done with it. The rocker had a 1.5 inch by 3/4 inch hole at the very rear which was patched too.
