How tight should my gas cap be? Is a little bit of movement okay, or should it be tight? If it's loose at all, could water get in the tank when it rains/snows?

It should fit snug, check your gasket.

Yes it should fit snug. You don't want anything getting in or out! Probably time for a new gasket.
