Replaced Fuel Pump, now won't run help please.

is that the arm that goes inside the block? thats what i was wondering, i mean it fit in fine, but i didnt know if there was something special i needed to be doing...
and to answer another q... no, no leaks. if i empty the clear fuel filter, when i fire it up, it fills about halfway... not fully, like before...
so with no leaks, and a little being pumped but not much (i unhooked from carb put hose into a bottle and fired it up... didnt fill much of the bottle, very slow flow too...) should i assume the pump itself is installed wrong? any tips aside from bolt the new one on?
what special am i to do about the eccentric??? (the arm coming off the pump) thanks

It takes a lot of engine to outrun a carb'd stock fuel pump. Any leaks? Was the eccentric installed properly on the cam gear?

OK, i removed and reinstalled it. im sure its on properly. still very little flow to the clear fuel filter, therefore, little to no flow to carb. i am sure the pump itself works, because it was making sucking sounds when i was installing it, forcing the lever up or down, and when i removed it, a bunch of fuel poured from it... so its getting fuel to it, but not forcing it upwards toward the carb... is it that its not getting enough fuel to it? because the line from it to the carb seems to be just fine.
again, no leaks... but something is preventing the pump from either getting much fuel, or from sending it well enough...
anyone with ideas? the fiancee is getting very upset that she cannot ride in it.

Did you actually do a volume check yet? if not I say your wasting your time.
All you need to do is disconnect the hose from the carb and place it in a clean glass jar crank the engine and large amounts a fuel should dump into the jar it should place more than a cup of fuel in the jar with less than 8 seconds of continuous cranking. The fuel filter being half full may not be a great indicator I know mine always looked about half full but had good volume and ran fine, I always wondered why it wasn't totally full.
If your not getting fuel to the jar there are 5 likely causes with about 90% chance of one of them being the problem child.
1) no fuel in the gas tank
2) air leak
3) bad fuel pump
4) pinched fuel line
5) lines hooked up backwards
FOR NUMBER 2!!!........Pull the IN line off the pump and slide the nut back and inspect the area around the flange it may be cracked. inspect the threads on the nut and inside the fuel pump make sure they are clean and dont have pits in them.

this is probably the most helpful post so far... thank you. i am going to get to it tomorrow. think i'm going to stop at NPD and pick up a new pump to carb fuel line, and a new pump. i talked to a guy at a parts store tonight, he says its not at all uncommon to buy a brand new one that is defective. sells alot of them. I know i have plenty of fuel in the tank, so that rules that out, and i know i hooked the in to the in side, and the out to the out side. that leaves a pinched fuel line or a cracked line. thanks again i'll update tomorrow afternoon or so, if i can work on it, if its not raining.
The eccentric sits offcenter on the cam gear. The reason I mention it is there is a possibility it wasn't lined up properly when installed, which could very likely caused reduced pump volume. Check the pump for flow like was mentioned though, and inspect everything to make sure it's not an issue with a filter, lines, clog etc. Don't tear into the timing assembly until you've ruled everything else out first.

VICTORY!
i acknowledged that i possibly had a bad pump. bought another one. also bought the pump to carb hose, in case there were leaks for air in that. replaced both. still nothing. had already done as advised, and taken the hose off the carb and put it in a bottle; to no avail.
decided to try this from BEFORE the fuel filter (which was clean, btw)
BAM. cranked her over, the bottle filled with gas almost instantly. walked into the garage, grabbed a different filter, put it in line, hooked everything back up.... ran like a top. **EDIT: if it ran like a top id say it was better than a top. id say it ran like a dradel.**
thanks for all suggestions from everyone.
