when i jump the starter relay, i lay a screw driver from the big battery terminal, to the small terminal right next to it,...
that means your starter relay and starter and the cable between them is perfectly fine (as well as the cable going from battery to starter relay and the ground on starter itself).
The problem is between ignition switch, NSS and this 'S' port you use for bridging.

Dave is bang on with what he says there.

If you have a multimeter or voltmeter I would check ifg you get full 12V at cable the S-port of starter relay.
I'd nearly bet you don't get anything or somethign very low (less than 12V)
if that's the case try locating this red-blue cable I was talking about. Should go from your firewall to NSS. Does that have 12V when starting?
If no: ignition switch or cable or ignition switch not getting 12V
if yes, NSS damaged. Get a different one or bypass it.

try as well starting the car in neutral. Sometimes the NSS is a bit wonky and doesn't react to 'parking'

best of luck !

well thanks to all of you guys and your answer i have spent 4 hours sanding my dash and have begun painting it black, hahahahaha

i spent 1 hour messing with the ignition switch and could not get it out, so figured it would be easier to remove the cluster, and heater controls so i can get my hand back there, and the net thing i know, everything is apart and the g/f says,..well i guess now since its apart, you can paint it black, cause i like black,..so thank you

anyway, i just ordered ANOTHER starter relay, neutral safety switch, and ignition switch, should all be here this week and hopefully i can get it worked out

I thought you stated you had all new harnesses?

There's at least 1 black wire behind the cluster that grounds the cluster to the webbing structure of the dash.

hmm your starter relay is perfectly fine. you verified that with bridging battery with starter port.
at least you'll have one spare now

when you have those new parts in and it still doesn't work borrow a volmeter or multimeter from a friend and I'll talk you through it

so today i replaced the ignition switch, installed a neutral safety switch, and a new starter reley and she fired right up,...weird,...

i guess i should have repalced one at a time to see what was causing this, but to late, i just know that the problem is fixed, so thank you,...

now i am having another problem with the lights, will try and get this fixed tomorrow if not youll see another thread, haha,.
