potential stupid question but....
Ok, now that I have given the warning regarding a potential stupid question.....
If you have some surface type rust that needs to be dealt with, I am assuming you could sand it, then put rust converter on it then prime / paint it?
Would it be better to use sand paper or a wire wheel to knock the light rust off the top?
I am eventually going to get to the more serious rust in the car, but there are places where there is some light surface rust and also want to address those areas now instead of later.

depending on how light the rust is, either the wire wheel or paper would work.
Honestly though, the wire wheel on the end of a drill would be less elbow grease i would think allowing you to do more repair then using the paper.
a scotch bright pad would also work, they come in i think 6 x 8 x 1/4 sheets and you can get different grits as well.
