What this thing?
The vacume for the EGR runs off of carb vacume. It may run off of a T'ee somewhere but it should trace back to carb vacume.
If you hook it up to manifold vacume, it will be open at idle, not good!
If you are not replacing anything on that engine, just block off the vacume line at it's source or pull the line from the EGR and put a plug in the hose.

Anyway, the best way to plug a vacuum line is to buy a 10 cent nipple from a parts place, take off the hose, and slip the nipple over the vacuum tit.

I got a giggle out of "put a plug in the hose." I had an old Chevy one time that I just used a metal screw just bigger than the hose, and screwed it in there. Talking about southern engineering.

Then there's my personal favorite, kinking the hose and tying it off with a piece of spare wire or electrical tape.
