Default Finally starting the resto

I have posted before but just getting around to the hands-on. Between deployments and other home projects, I now have time to start on the 66 coupe. I will be going to a I6 to a V-8, and have seen many posts on that. First though, I took the front end to include the fenders off yesterday. I am seeing some rust but nothing major. My question is- if I clean up the inner fender walls with a stripping tool designed for the drill, can I just spray primer and then paint? One other question, at the point where the 2 brackets attach from the cowl to shock towers, at the cowl side is rusted. Instead of buying a whole new cowl is it possible to cut and weld a new piece at that location? Thanks, I will be asking lots of questions?

I think you could prime and paint. But you might be better getting some rust preventative chemicals then priming. Something like POR15. I think you could weld a new piece there. My grandfather is doing that to parts of his cowl.
