what would be hard to do? Adjust float level? wouldn't bending the arm on the float so that the float set closer to the carb base when held upside down increase float bowl volume?

You can only do the rubber hose deal on Holley style carbs. This isn't possible on Edelbrock/Carter Carbs. And that only helps if fuel is overflowing out of the vent tubes, which is an unlikely situation here. Raising the float level by bending the floats slightly should do the trick.
excellent that's what I thought. Sometimes things start out black and white and what should real simple starts to become complicated the colors start to run and what was once a clear picture has become gray and foggy.
