Electrical Problem
Here is the issue:
One of the fuses is not getting power for some reason. Its the tiny one that sits right in the middle. Tested all the other fuses and they lit up fine on each side. Replaced the little fuse, still nothing. From the fuse box diagram of a 68 it is the fuse that controls the instrument panel.
It is causing my dash lights to not function and one of my taillights to not function either, oddly.
Also i started the car and reved it a little in park and the radio/shifter lights momentarily cut out but then came back on.
Any ideas?

Ok now things are just freaking weird.
The problem is intermittent. One minute all 5 fuses will light up on each end. then another minute two of them will be out. then they will be on.

Sounds like you have a couple of things going on. The little fuse will only be powered when the park or head lights are on. Its the protection for the dash lights. On the other fuses coming and going, I would guess that maybe the fuse holders are not making good contact. You may find a very small brass brush used for cleaning rifles say a .22cal or .17cal and try to clean the holders. Often corrosion will build and prevent contact. Another problem area is where the little rivits hold the holders to the plastic case. I have seen these gather corrosion and loose their connection. A way to do a quick ckeck is to wiggle the wires a little and see if the connection resumes. If so, you have located your problem. With what you have said, its a contact issue. Also check all your grounds and connector plugs to and from the engine and under the dash. A hint to prevent any future issues, when you find your problem and fix it (cleaned) you may want to apply a little anti-oxident to the connections. Especially the plug connections. Also you can use it under the grounds. This will help to prevent future problems. Also check your connections at the battery both + and - and the ring terminals that are on the solonoid.
