--when Im driving on the freeway the engine stays very cool at only 1/4 up from cold yet still seems to fill up the overflow tank witha 16lb cap

Anyone have any ideas? Im taking off the left head now.
try a coolant system pressure test warm and cold a compression test alone is not enough you could be losing coolant through a a small crack in the head or block i have experencied this before

it could be lost in the exhaust side of the heads check the exhaust for excessive moisture or sweet smell of anti-freeze coolant

It could be that. How would the water get in the exhaust side of the head?

It can go into the intake side, through the cylinder wall, straight into the combustion chamber, or into the exhaust port and still wind up in the exhaust.
