Chris66dad has it right. Their purpose is to isolate the old headlight switch from the high amp load of the headlamps. I think the voltage drop with the stock switch setup shows how much that switch is struggling to switch that load. Where does that 'extra' voltage go since the headlights are dimmer? It heats up the switch.
