Question decent deal? or ask for less?

I know someone tryin to sell me their 65 for $4000, which isn't bad for what it looks like. The paint is fresh, but not original which is ok with me, but there are other things with it that i think would lower its value.
It's the very base model, flat 6, no ac, no center console etc etc (edit: put in a cd player that doesnt fit right and only works half the time*)
Along with that though, the right blinkers don't work, the alignment is messed up, the front tires are about to blow, the right door will only open from the inside, and the brakes need some work. The guy moved out of state so I could prolly talk him down over time if no one buys it, but what should i really offer for it? Or if he doesn't go any lower should i just look elsewhere?
Thanks in advance for your input

Welcome to the forum. This is not really a technical question and should probably be posted in the general discussion section. Confusing, I know...

Check the pricing on NADA classic. If it is inline and you like it, pull the trigger. Just remember to look for rust issues as that will kick your butt and your wallet.

Figure out what it will take moneywise to fix all those things and offer that. Pad the cost for the electrical fixes, those always take more than you think to fix.....

the body is in great shape, dents, no rust that i could find at least. I was thinking about 2k for it also. Might take a little more, the dude selling it only sees the good things and seems to ignore the bads. I did some math, and after doin all the little fixes for it it would be about 2k anyways. I'll let you guys know. Thanks for the quick responces

i would offer 2 and go up to 2.5. remember, if you ever want to go to a v8 down the road everything in the drivetrain needs to be changed. so take all that cost into account

What lies beneath the body panels is what should concern you. At the very least crawl under the car and poke around with a pick or screwdriver. Underneath the battery box is a notorious place for rust, the frame rails, the floor pans. All of the stuff that holds the car together. The body panels have fresh paint... why? Is it someone trying to polish a turd? Just go in it looking for BIG stuff, the stuff that makes the car safe. The turn signals, the radio, the little things are more an annoyance and can be fixed inexpensively. The BIG stuff will cost you a bundle.
