solenoid and coil
When I try to start my 289, the solenoid and the ignition coil make a weird buzzing sound, almost like a faint tattoo gun sound. Its not that loud, you need to put your ear up to each unit to really tell its coming from them. I have to disconnect the oil pressure sender/coil wires for it to stop...
Anyone ever heard of this? Just yesterday i started it up for the first time and it seemed fine!

With a MULTIMETER, check your voltage at the battery, and at both sides of the solenoid both when trying to crank the car and not trying to crank the car.
The first theory I come up with is that your starter has a dead short or is stuck tight, just a guess though. The voltage readings will help to prove or disprove this.

ok forget that buzzing sound, thats gone now. but i still get nothing when I try to start it. Its just frustrating because it came to life for a second before it did this... the starter is not stuck, i took it off then put it back on. Could it be the starter relay itself? or a blown fuse (someone at work mentioned fuses) Everything was cool until it fired for a sec

If the engine turns, your problem is from the solenoid back to the car, if it still does not turn the problem is between the solenoid and the starter.
Oh when you touch the cable, there should be a spark, you should be far enough from the battery to not have an issue, but wear safety glasses just in case, especially if you have been charging the battery very recently.
when I tried the jumper cables, all the solenoid/relay did was spark big and loud and smoked a little. nothing else. Its the same when I touch the battery to "I" on the relay, only the spark is much smaller
when you are sure that your engine actually turns (try turn manually) then check that the positive wire from the selonoid to the starter is not hitting ground anywhere.
I've seen it twice already that the end of the cable that attaches to the starter was actually hitting the starter housing as well.
From your description that cable seems to short out to ground.
check on that next
cable should attach to that screw, but the cable at front is usually big and might hit the hosuing itself somewhere
