If fuel is not getting into carb the float activated shut off valve is stuck.
How many turns out is the rich/lean screw?

its still where the factory left it. i had to use line fittings to make that fitting from the carb to the fuel filter and im thinking thats the problem

Try taking your fittings apart and see if there is any gas on the inside of them. If you used teflon tape make sure that the tape isnt blocking the fittings or that the tape got into the filter and blocking it. If the fittings are wet all the way through take a look at the filter and see if its wet on the carb side. If its wet on the carb side then its the carb.

Look into carb venturi w/ coil disconnected, choke open, engine cranking while stroking accelerator. If carb is bone dry and doesn't smell of fuel then fuel delivery issue suspect.

Disconnect fuel line at carb. Measure PSI while cranking and measure fuel flow rate into a measuring cup. Can guesstimate if you have idea what flow should look like. A weak fuel pump can flow at a reduced pressure and flow.

If flow checks out adjust idle rich/lean screws. If I recall from years ago the intial setting is 1.5 to 2.5 turns out as starting point. Screw must be fined tuned on car.

If carb is bone dry I would then take carb to the bench for a look inside.

If this is a new carb check to make sure there isnt a dust plug stuck in the port the filter screws onto.
